This is done through perceptual coding, a method of reducing the accuracy of audio data barely audible to the human ear. Psychoacoustic models are used for reducing inaudible data components.
MP3 Encoder History
1894: Mayer created tones inaudible by lower frequency tones.
1959: Richard Ehmer created a set of auditory curves from Mayers discovery.
1983: Oscar Bonello developed a PC audio card using bit compression technology.
1989: Oscar Bonello presented the first PC audio card capable of auditory masking.
1991: 2 techniques emerged, namely Musicam and ASPEC (Adaptive Spectral Perceptual Entropy Coding). Musicam was simple and had few errors. It had low computational power with encoded high quality audio data.
1992: All algorithms were used as part of MPEG-1.
1994: Fraunhofer Society released the first MP3 encoder software called Benc.
1995: The initial real time MP3 software called Winplay 3 was used to encode and playback MP3 files.
1997: Winamp by Nullsoft popularized MP3s. This software was also used to share music taken from audio CDs.
1999: A peer-to-peer file sharing network called Napster emerged. This free P2P network reduced audio CD sales, and lawsuits were filed against Napster by record labels and artist groups.
There are many types of MP3 encoders. Each type is capable of producing files with varrying audio data quality.
MP3 encoders proficient in encoding files at higher bit rates are not always good in producing audio data at lower bit rates. Tools for encoding audio data at highly compressed file formats such as MP3 are listed below.
1. LAME (Lane Aint an MP3 Encoder) this is currently the most popular MP3 encoder. Some users report that it produces MP3s with excellent audio quality.
2. Music Match Jukebox (MMJB) this MP3 encoder used Fraunhofer codecs to produce MP3 files from audio data in other formats.
3. GOGO this MP3 encoder is recommended by some users for encoding in low bit rates.
4. 4-Track MP3 Mixer this is a tool used for mixing, converting, and encoding MP3 and WAV files in a 4-track setting.
5. Audioactive Production Studio this software can quickly compress PCM (WAV) audio data and convert other audio file formats into MP3, compressed WAV, Shockwave, and ASF formats.
6. A wave studio this tool can be used to edit, convert, and play different audio data formats.
7. iMedia MPEG Pro this is a standalone application used for capturing live audio in studio quality MP3 and MP2 formats.
8. L3ENC this is a command-line tool used for encoding and decoding MP3 files.
9. MP3 ENC this is another command-line application that can encode and decode MP3 files.
10. NexENCODE Studio this is an easy to use MP3 encoder/decoder, stripper, player, and effects processor.
11. Plugger this is a command-line tool used for encoding MP3 files.
12. O Design Music Codec Professional Edition this tool provides media producers with the capability of developing 44.1KHz stereo audio for high fidelity 28K modern delivery.
13. RazorBlade this is a graphical front-end application used for BladeEnc, the freeware command-line MP3 encoder.
14. SCMPX this is a tool used to play, decode, and encode MPEG audio files. It includes its own decoder and encoder, which means MS Windows ACM is not needed.
15. Sound Limit this is an MPEG Audio Layer 1/2/3 encoder/decoder that can also encode audio data directly from CDs.
16. Ultimate Encoder this is a complete MPEG audio encoder/decoder and CD player software.
17. Xing MP3 Encoder this is a tool that converts WAV files to MP3 at up to 8 times the speed of other MP3 encoders.
Website owners should listen to their MP3s before uploading them to their sites. This will help prevent website visitors to view damaged or corrupt MP3 files.
MP3 encoders should be selected for audio encoding quality over speed or other additional features. Its better to have MP3 encoders that can produce high quality audio MP3 data than tools that can quickly encode audio data in low quality MP3 audio.
Xing Encoder - mp3 encoder

When encoding speed is the need, Xing MP3 Encoder comes to mind. Sporting the fastest encoder around, even the largest encoding batches can be converted in just minutes. When I first bought this product and started using it, I was amazed. I converted most of my WAV files to MP3 in around 30-40 seconds each....simply blazing. If you are in the need for speed, Xing is the encoder for you.
So is this the best encoder around then? It all depends. If you have a sensitive ear, you will probably notice some problems with the quality of the Xing encoder. It gets its great speed at a price and many files have a noticeable "flanging" effect on some of the instruments. If you are a musician, you will notice it easily. However, if you are an average listener, you may not have a problem.
The Xing MP3 encoder does has some positive features though. The software incoporates Xing's variable bit rate encoding, an attempt at minimizing file size and optimizing quality. The software also now reaches a range of 20kHz, far past anything most people can hear but felt the need to exceed the standard anyway. Xing's software features speedy batch encoding and a command line utility to plug into ripping programs like Exact Audio Copy for quality ripping and fast encoding. One major drawback is no trial download offered and Real Networks and does not support Windows ME or 2000.
Audio Catalyst mp3 encoder

Boasting one of the fastest MP3 encoders on the market with the Xing encoding engine, Audio Catalyst will convert most standard length songs in wav to mp3 in about 40 seconds (depending on the speed of your computer). The CD ripper (Audio Grabber) is fast and powerful, working in conjunction with the encoder for 1 step production of ISO standard mp3s playable in just about any mp3 device. Froebis MP3 Studio - mp3 encoder

Froebis MP3 Studio is a simple MP3 converter that encodes and decodes files. There is no ripper, files must already be on your drive in WAV format to encode to MP3. The program will also play files, allowing you test them before you convert.
The encoding process was slow by the main concern definitely wasn't speed. The output file had some significant flanging that was very distracting. I could not identify what the program was using as an encoding engine, but it was fairly poor quality. The decoder, however, was both fast and produced very nice sounding files. One other plus was the interface for the program was laid out well and easy to use.
To improve, Froebis really needs a ripper and a higher quality encoding engine. Incorporating the LAME engine would bring it up to par with most other programs of its kind.
Ultimate Encoder - mp3 encoder

Ultimate Encoder gives you ultimate flexible in encoding and decoding MP3s. The included ripper lets you take your CD tracks and convert them to MP3 from 32 to 320kbps in speed or quality modes. An added plus is a WMA encoder so you can easily make those files as well from 6.5 to 192kbps. Ultimate Encoder also can connect you to the Freedb database for automatic naming of your CD tracks while ripping. You can also manually set and edit the ID3 tags through the program. For quick conversion, the program supports batch encoding and decoding so you can convert many files at once (only in registered version). If you need to convert WMA or MP3 to WAV, Ultimate Encoder comes with a built in decoder as well.

LAME Encoder - mp3 encoder

Now considered one of, if not THE, best MP3 encoder around, LAME started as an open source development project to improve psycho-acoustics, noise shaping, and encoding speed (for more on psycho-acoustics, see our MP3 Codec section). It wasn't technically an encoder (hence the name) and was built as an open source license patched against the ISO source and patent held by Fraunhofer Gesellschaft to avoid legal trouble. In 1999, they developed their own psycho-acoustic model called GPSYCHO that sought to improve upon the ISO demonstration model. Finally, in May 2000, anything resembling ISO source was replaced and LAME emerged as its own encoder, shaped by the creative genius team of open source developers.
The LAME MP3 encoder has sought to put quality first. As noted above, the GPSYCHO model was created to improve upon the standard one ISO was using. Most of the encoder reviews I have read around the Internet have rated LAME very high in comparison with other encoders. It is also the better choice is you are using VBR encoding.
LAME is still being developed and refined as we speak. Speed and quality improvements are being made to produce a better encoder. On my personal tests, the LAME v.3.89 encoder encodes an average song at 192 kbps in about 1 minute 20 seconds on a Celeron 400 mhZ processor with 192mb of RAM compared to an average encoded speed of 40 seconds with the Xing MP3 encoder. Even if the Xing Encoder is roughly twice as fast, I believe there is major quality differences. Xing at 128kbps produces very noticeable flanging and will be unacceptable to most who listen to music closely. However, this is a subjective review and each person should encode at the same bit rate at conduct a test themselves to see which encoder they prefer.

If you want a software that is easy to use, rips and decodes fairly quickly, encodes about average but gives good quality, Alto MP3 Maker is your program. It uses the LAME encoding engine which you can adjust in the options category to make MP3s from 32-320kbps or a variable bit rate encoding option which LAME uses very well. If you have WAV files on your computer already, Alto MP3 Maker will act as a WAV to MP3 converter through its simple interface. For extracting music from CD, Alto did well. The ripper hovered around 1 min. for an average song to be converted to WAV. For converting MP3 to WAV, the decoder worked fairly quick and produced a good file. Dionysus is a simple freeware mp3 encoder that uses the BladeEnc encoding engine to make MP3 files. BladeEnc's strong point is for making CD quality MP3s for archiving, excelling at bitrates 192kbps and above. However, you must already have WAV files on your system as this program does not rip from CD.
BladeEnc - mp3 encoder
Starting as a hobby project in 1998 and designed to achieve quality MP3 encoding at higher bitrates, Tord Jansson downloaded the ISO source for MP3 encoders and went to work on what would become BladeEnc. Tord felt the need to deliver software that was free to use and let BladeEnc develop into an Open Source project. However, since the encoder was based on the ISO source code that Fraunhofer-Gesellschaft and other MPEG Layer III companies help patents on, Jansson was forced to discontinue distributing BladeEnc in executable form. However, compiled versions of BladeEnc are still floating around for you to search for (we don't post any links here as to avoid any difficulties with mentioned parties). The source code for the program is available however under LGPL license.

One awesome aspect of this program is free upgrades for life. For some software this is no big deal as some developers don't work around the clock to improve the product. However, Alex Shtol, author of Advanced Encode Decode Tools, is continually upgrading and improving the performance. Also, customer support is fantastic. I have not been the only one to receive immediate feedback on questions. Great job!!
Shareware restrictions of this program allow you only to convert 50% of the selected track or file which should be enough to evaluate the quality of the program. If you choose to register, you will be sent a file to unlock the program.

AudioCommander can also be used to change the compression for supported formats;

The encoder comes with both BladeEnc and LAME .dlls so you can use either of those encoders to make MP3s yet that is all the program does. You still need a ripper to get WAV files and would need a decoder to convert MP3 back to WAV again. Not a bad utility but not much bang for the buck.
The program is very simplistic and is essentially a graphical frontend for BladeEnc since encoding is all this program does. By what it does do, it does it well. BladeEnc produces good quality MP3s at higher bitrates but can't compare with Frauhnofer encoders at 128kbps and below.
The only other real features to the Dionysus MP3 encoder is the ability to add extra processors through the 'Advanced Options' tab. I am guessing that this will pull in the power of other computers on a network. The program is available for download in profane and profanity-exclusive options, referring to the colorful metaphors in the readme file.

BladeEnc achieves very good quality even if it is a bit on the slow side (see Jansson's commentary on MP3 encoding speed) other work is being done to improve this. Format is command line, as shown in the screenshot above, but other programmers have built graphical and console interfaces to make BladeEnc more user friendly for the all of us command-line inept. BladeEnc is also packaged with many other MP3 software packages.
